- Seats unfilled during prior counseling rounds.
- Additional vacancies arising from recent resignations.
- Open Merit seats from ASCOMS.

Eligibility for Participation
To participate in this stray vacancy round, candidates must meet specific criteria:
- Non-allotted Candidates: Those who were not allotted any seat during the 2nd or 3rd/Mop-Up Rounds.
- Joined but Not Upgraded: Candidates who accepted a seat in the 2nd round but did not receive an upgrade in the Mop-Up Round.
- Non-joined 1st Round Candidates: Those who were allotted seats in the 1st round but didn’t join may participate.
- Exclusions: Candidates already allocated seats in the All India Quota (AIQ) special rounds and who have joined those institutions cannot participate.
Conversion of Reserved Category Seats
In line with Section 9(2) of the J&K Reservation Act, 2004, any remaining reserved seats after this round will be converted to Open Merit and allotted accordingly.
Counseling Fee and Payment
A counseling fee of ₹1500 is required, payable via POS machines available at JKBOPEE offices in Jammu or Srinagar using debit or credit cards.

- The seat matrix will be published on the official JKBOPEE website (www.jkbopee.gov.in) one day before the counseling date.
- Other terms and conditions remain consistent with previous guidelines issued by JKBOPEE.
