Background of the 3rd / Mop-Up Round

The 3rd / Mop-Up Round of Counselling is being conducted by JKBOPEE to fill seats that were either unallocated or became available after withdrawals by some candidates. These seats include the ones from ASCOMS Jammu under various quotas (OM, HM, NRI). The goal is to ensure that all eligible candidates get another chance to claim a seat for the upcoming academic year.

Seats that remain unfilled after the 1st and 2nd rounds of counselling, along with newly vacated ones, are up for grabs. Eligibility Criteria for Candidates

Not every candidate is eligible to participate in the mop-up round. The eligibility rules are:

  • Not allotted in previous rounds: Candidates who were not allotted any seat in the 1st or 2nd round of counselling are eligible.
  • Joined after 1st round, no upgrade in 2nd round: Candidates who secured a seat during the 1st round, joined the college but weren't upgraded in the 2nd round, can participate.
  • Upgradation candidates: Candidates who were allotted a seat in the 2nd round and joined the institution can participate to seek upgradation. However, those upgraded in the 2nd round are ineligible.
  • AIQ candidates: Candidates who have joined a seat under AIQ 3rd round cannot participate.
  • First-time participants: New participants will need to pay a counselling fee of ₹1500/- via POS machine at the BOPEE office using a debit or credit card.

  • Category Conversions: If any seats reserved for Horizontal or Reserved Categories remain unfilled, they will be converted to Open Merit (OM) seats and filled based on merit, as per the J&K Reservation Act, 2004.
  • Monitoring Seat Availability: Candidates should remain at the BOPEE office during the counselling process as seats may become available due to withdrawals. This allows immediate re-allotment on a merit-cum-preference basis.
  • Mandatory Joining: Candidates upgraded or allotted a seat during this round must join their allotted college/institution by the last date specified by JKBOPEE.
  • Check Notifications: Candidates are advised to review all relevant notifications on JKBOPEE's official website and be aware of the rules for the mop-up round, ensuring they are fully prepared.

Important Dates and Fee Details

  • Counselling Date for Horizontal and Reserved Categories: October 18, 2024
  • Counselling Fee for First-Time Participants: ₹1500, payable via debit/credit card at the BOPEE offices (Jammu/Srinagar).
  • Last Date for Admission: Candidates must join their allotted institution by the final date that JKBOPEE will specify after the mop-up round.
  • Tentative Seat Matrix: To be uploaded on the official JKBOPEE website one day before counselling begins.

Seat Matrix and Allotment Process

Both DDM and DDH seats at Government Dental Colleges in Jammu and Srinagar will be allocated purely based on merit and preference, without any gender bias.

Candidates participating in the physical counselling should stay in the BOPEE office as new seats may become available during the process. Any seat that becomes available during the session can be claimed on a first-come, merit-cum-preference basis. This process helps in ensuring that candidates don’t miss out on any opportunities due to last-minute seat availability.
